Senior IBM Datacap Administrator / Developer

This is a remote position. Position Overview Seeking a hands-on Senior IBM Datacap Administrator / Developer to support the design, development, implementation, administration, integration, and ongoing enhancement of an internal enterprise document-processing product for PBGC . The role combines IBM Datacap development, platform administration, integration engineering, troubleshooting, testing, deployment, and production support . The consultant will work within an Agile product engineering team to build a secure, reliable, and scalable document-processing solution. This is not purely a Datacap administration role . The candidate must have strong hands-on Datacap development experience and be able to move from requirements and technical design through development, integration, deployment, and production support. Key Responsibilities 1. IBM Datacap Development • Design, develop, configure, and enhance IBM Datacap applications. • Develop and maintain: • Datacap rulesets • Tasks • Actions • Document hierarchies • Workflows • Validation rules • Verification processes • Configure and optimize: • OCR • Document recognition • Document classification • Data extraction • Field validation • Image processing • Batch processing • Develop reusable Datacap components and custom actions/extensions. • Implement business rules for document processing, routing, validation, and exception handling. 2. Datacap Administration • Install, configure, administer, and maintain IBM Datacap environments. • Support: • Datacap Server • Rulerunner • Datacap Studio • Datacap Navigator • Configure and administer Rulerunner services. • Manage Datacap environments across Development, Test, QA, UAT, and Production . • Monitor application health, processing queues, logs, throughput, and performance. • Troubleshoot failed batches, Rulerunner failures, OCR issues, extraction errors, workflow failures, connectivity problems, and performance issues. • Perform patching, upgrades, configuration management, and environment migrations. 3. Product Development • Participate in requirements analysis, solution design, sprint planning, development, testing, deployment, and production support. • Translate business requirements and user stories into Datacap technical solutions. • Develop new product functionality and enhancements. • Participate in architecture and technical design discussions. • Estimate development effort and contribute to release planning. • Perform code and peer reviews. • Support functional, integration, regression, and UAT testing. • Troubleshoot defects and implement permanent fixes. • Support releases and post-deployment stabilization. 4. Integration Development • Develop and support Datacap integrations using: • REST APIs • SOAP Web Services • Databases • File-based interfaces • Enterprise content repositories • Business applications • Workflow platforms • Integrate Datacap with IBM FileNet P8 and IBM Content Navigator where applicable. • Handle database lookups, metadata mapping, document/metadata exports, API data exchange, retries, error handling, audit logging, and exception management. 5. Custom Development • Develop and support custom Datacap components using: • C# • .NET • Java • JavaScript • SQL • XML • REST • SOAP • Strong C#/.NET experience is especially valuable for custom Datacap actions and extensions. 6. Security & Federal Environment • Work within secure enterprise and federal government environments. • Support security practices involving: • NIST • FISMA • Federal information security controls • Secure software development • IAM/RBAC • Audit logging • Vulnerability remediation • Application security • PII protection • Change/configuration management. 7. DevSecOps / Release Management • Support Git/source control and CI/CD. • Participate in automated deployment and build/release management. • Manage environment configuration, version control, branching, deployment automation, monitoring, and incident management. Requirements Required Qualifications Must-Have • 5+ years of hands-on IBM Datacap experience • Strong IBM Datacap 9.x / 9.1.x • Strong Datacap Studio development • Strong Rulerunner administration and development • Experience developing: • Datacap rulesets • Workflows • Tasks • Actions • Strong understanding of document capture/intelligent document processing • Experience with: • OCR • Classification • Extraction • Validation • Verification • Enterprise Datacap administration experience • Strong production troubleshooting experience • Datacap integration with databases and enterprise systems • Strong SQL • REST and/or SOAP integration experience • Windows Server and IIS • Strong root-cause analysis and troubleshooting skills • Agile application/product development experience • Strong written and verbal communication.
